Acts of Congress have opened doors for economic opportunities for Americans. Homesteads offered a chance at land ownership, stimulated settlement of the West, promoted agriculture, and provided a foothold in the national economy to workers, immigrants, and freedmen. Congress has also sponsored financial assistance to veterans, provided seniors and disadvantaged persons with medical insurance, and guided the country through economic fluctuations.
