Oliver Ellsworth
1745–1807, Connecticut

At the 1787 Constitutional Convention, Ellsworth helped forge the compromise that determined how states would be represented in Congress. During the first Senate, Ellsworth shaped the 1789 Judiciary Act, which put the nation's federal courts into operation. Fittingly, President Washington nominated him to be Chief Justice of the United States in 1796.
