Proclamation Calling Forth the Militia and Convening an Extra Session of Congress, April 15, 1861

Three days after the Confederates fired on Fort Sumter, President Lincoln issued this proclamation calling up 75,000 troops and summoning the Senate and House into session on July 4, 1861, earlier than the normal practice. Lincoln called the session together “to consider and determine, such measures, as, in their wisdom, the public safety and interest may seem to demand.”
